50th Anniversary of diplomatic relations between the Holy See, the European Union and the Council of Europe

On 30 June 1970 the Apostolic Nunciature to the then European Community, opened by the wish of Pope Paul VI, established the first diplomatic relations with the European Communities, with the head of the diplomatic mission of the Holy See also recognized as having the title of Dean of the Diplomat Corps to the European Communities, according to the tradition sanctioned by the Vienna Convention of 1961. Beginning the same year, the Holy See has maintained relations with the Council of Europe and has the faculty to appoint a permanent observer and the opportunity, although not a Member State, to cooperate with it in promoting the principles of democracy, the rule of law, human rights and fundamental freedoms, as well as to send experts to intergovernmental committees and conferences of government ministers. On the occasion of his visit to the European Parliament and the Council of Europe on 25 November 2014, the Holy Father renewed the willingness of the Holy See and the Catholic Church to an open and transparent dialogue with the European institutions for a more united Europe, peaceful and respectful of the identity of the peoples that make it up, which does not revolve around the economy but the sacredness of the human person. The miniature sheet created to celebrate this anniversary, containing two values of 1.15 euro, reproduces the symbolic buildings of the three institutions framing the Council of Europe logo on the left stamp, the flag of the Vatican City and that of Europe on the right stamp, created by the Council itself in 1955, and used by all European institutions since 1986 as a symbol of a common political project that unites all Europeans regardless of diversity.
